Photo: YpsiNews Used with permission.Walter Norris, Jr. was the Executive Director of the Ypsilanti Housing Commission from 2003 until August 4, 2012, when he abruptly retired in the face of a HUD determination that the YHC-administered Section 8 program was facing financial disaster, and that YHC "did not provide sound financial management." Norris had already been under fire from Ypsilanti City Council members in the wake of a November 2011 report by HUD criticizing the YHC's finances and property maintenance.

Before coming to Ypsilanti, Norris worked at the Galveston, Texas, Housing Commission until 1996.
