San Francisco has a united city and county government, where the Board of Supervisors also fulfills the same role as a city council would. SF has a special exemption in the California Constitution which allows it to incorporate in this way, giving the Board and the Mayor a lot more authority than in typical cities. Much of the official business of the city government occurs in City Hall.

Clocking in at 172 agencies, the City and County of San Francisco has an absurdly complex local government structure. This is partially due to City and County being combined, and partially due to as yet unknown reasons.
