The Summit is another confusing term used by traffic announcers and people calling 911. It can refer to the intersection of 17 and Summit Road, or it can mean the actual peak of the climb, where the restaurants are on both sides of the road.

The map here shows both points. If you call 911 to report an accident, please be clear about which one you mean. If you're listening to the radio and the announcer says there is an accident at "the summit" there is no way to know if you can get to your destination or not until (and unless) they clarify exactly where they mean.
