Minutes Of The Annual General Meeting Held At St. Michael's Church Hall on Wednesday 7th November 2007

Opened

At 7.30 pm President Phil Houston welcomed 38 people in attendance and Guest Speaker for the evening, Mrs Ann Ferguson, Mayor of the District Council of Mount Barker.
He thanked St. Michael's Church for the making the hall available for the Meeting.

Minutes of Previous AGM

Were taken as read and confirmed.

Matters Arising

Pioneer Women's Walking Trail:

Anni Luur Fox informed meeting that it was officially opened in April.

Village Voice:

Has continued to promote interest in town.
Ann Haines (8388 1315) requested assistance to keep newsletter continuing. Thanked InSinc for assistance in production.

Hahnwiki:

Tony Finnis indicated that it was still providing popular website. 70 plus accesses daily (world wide), but 85% Australian.
Tony is willing to continue to maintain operation.

Reports

President's Report:

Phil Houston briefly summarised what HCA sought to achieve ... its goals and its role.
He then went on to list activities it had undertaken during the past year ... Street decoration for the Tour Down Under and Sausage Sizzle fundraiser at same event, Clean-up Australia Day, supported Anzac Day, and been responsible for Remembrance Day observation. Closely related to the Precinct Group in extending period of time for Dry Zone, had drawn Councillor Lindsay Campbell attention to a number of projects that required council attention in Johnston Park, Main Street (paving, bins, seats), and Toilets at Market Place. After being part of DCMB sub-committee for Hahndorf Main Street Master Plan for some years we were pleased to see some finality here with council accepting it at its August Council meeting. We have recommenced discussions with DCMB about Heavy Transport movements thru Main Street.
Concluded by thanking Council Officers for their cooperation, Councillor Campbell interest and financial support, and Ann Haines for her tireless support of HCA.

Councillor Campbell in response to the question raised about public toilets at the Bus Stop behind Market Place said, that with the re-development of Market Place, toilets would be part of the re-development.
Main Street Traffic: DCMB recent workshop considered future traffic management plan for the long term - Hahndorf featured in this plan.

In Eric's absence Mike Hasler presented Report.
Ann Haines commented on how the major item of expenditure each year was insurance of $1300. Most of the Association fundraising is directed towards this.
David Haines thanked R. Grivell (Hon Auditor).
Mike Hasler moved the Financial Report be received, seconded Marg Jacob — Passed.

General Business

Main Street Master Plan:

Harold Gallasch asked — "Where can public find out about plan?" Reply: DCMB website ... detailed document.
HCA received a copy of the Plan passed by DCMB's August Council Meeting. It was noted that Council wanted further consultation with HCA and HBTA.
HCA responded and encouraged council to go ahead and with sensitivity implement it, stage by stage.
Councillor Campbell, as a trader and chair of HBTA, was not sure why it had taken so long (Over 4 years in the preparation). Indicated he was working closely with Barry Wilkins with strategies to get process moving.
David Canty, having been a member of HCA for over nine years, was fully aware of the cause of lethargy. HBTA, though repeatedly invited to be part of the Main Street Master Plan, were conspicuous by their absence.
Councillor Campbell considered that we could expect Signage Proposals for the Main Street to be implemented by end of July, 2008.

Issues Raised from the Floor:

  • Domenic Calabro ... Excavations at old Kaesler site? Reply ... Contamination. Planned to have 7 shops and a small IGA Supermarket.

  • Domenic ... What's happening at Market Place? Reply ... Plans for 6 star Motel.

  • Domenic ... Are there any restrictions on development? Reply ... All development has to be approved by Council and in keeping with by-laws.

  • Louise Bartlett ... Control over businesses? How is cultural identity being controlled? Shame to have Tarot readers and pokies.

  • Anne Buchan ... Plan for footpaths. Anne sees the footpaths as being sub-standard. (Anne is a Physio)

  • John Buchan ... Safety for pedestrians at Pine Ave/Main Street intersection. Suggested directing foot traffic up Pine Avenue prior to crossing.

  • Simon Westwood ... Standard Rubbish Bins will not work for Hahndorf. Need for more frequent servicing.

  • Ann Haines ... Alec Johnson Park should be finished, in particular paving and lighting.

  • Stuart Robinson ... More seating needed along the Main Street.

  • Anni Luur Fox ... Future of St. Michael's Cemetry.

  • Anne Buchan ... Over-all Street Tree Plan for replacement (Not only Main Street).

David Haines took the floor and declared all positions vacant.

Rick Harcourt appealed to the residents present to get involved if they wanted to see progress happen.
The following residents indicated their willingness to stand:
Maurice McShane, Domenic (or Ester) Calabro, Louise Trinkle, Serenah Gallasch, Simon Westwood and Tony Finnis.
Meeting, by show of hand, indicated their approval of all 14 people forming the HCA Committee for 2008.

Guest Speaker

Phil Houston introduced Mayor Ann Ferguson, having asked her the question ... "Is Hahndorf important to DCMB?"
Ann spoke very positively about Hahndorf — it being the largest shopping centre outside of Mt. Barker.

  • Its history and heritage is challenging.

  • DCMB regards Hahndorf's Tourism Potential as enormous. HBTA's latest brochure is great. A very commendable effort.

  • Traffic will become part of Council's overall strategic plan to meet needs. Much is dependant upon State/Federal Government support.

  • The Academy is rich in history and Council has purchased the property and intends to develop it further.

  • The Town's Brass Band is a real credit.

With regard to an earlier question Ann indicated that we live Free Enterprise and there has to be some give and take when it comes to the nature of Businesses established in the town.

Further Questions

  • Domenic Calabro ... Mt. Barker Hospital emergency, why not?

  • Harold Gallash ... Trees mostly Dutch Elm being replaced by several species of Maple. Street will change by changing street trees. Ann Ferguson indicated that she would take that up with Council.

  • Simon Westwood ... Has Council considered sweeper for leaves in autumn? Unley and other Councils have footpath sweepers. To avoid liability. Footpaths should be upgraded before sweeper.

  • A question was asked ... What clout does HCA have in achieving outcomes? Councillor Campbell replied that there were 10 wards, all have needs etc. Mike Hasler believed HCA sub-committees have received favourable hearing at Council level.

  • Russell Grivell ... Raised question about Heritage Development and Heritage Protected Buildings. Ann Ferguson referred decision made Heritage PAR (Endorsed approval for St. Michaels).
