Minutes of the Annual General Meeting held at St Michael’s Church Hall, Balhannah Road, Hahndorf on 1 December 2010 at 6.30pm

Opened

President Rick Harcourt welcomed all in attendance and in particular Mr. Brian Clancey from the District Council of Mt Barker who will answer questions from the floor.
Rick also welcomed Councillors Jeff Betcher, Simon Westwood, Trevor Corbell and Lyn Stokes congratulating them on their recent election to Council.
Mayor Ann Ferguson joined the meeting at 7pm.

Reports

Financial Report:

The Treasurer, Eric Aliffe spoke to the financial report and thanked the honorary auditor, Russell Grivell, for auditing same.

  Brought forward from 30/6/09 $5,398.44
  Payments from 30/6/09 – 30/6/10 $4,976.05
  Receipts from 1/7/09 - 30/6/10 $5,612.30
  Balance at 30 June 2010 $6,034.69

Bank balance @ 30/6/10 of $6,034.69 includes an amount of $2,094.69 held for proposed Pioneer Women’s Memorial.
Since then we have received a grant of $1,500.00 from the Beerenberg Foundation towards the cost of this project.
Sum now held for this project is $3,594.69
Moved Eric Aliffe, seconded Jim Fowles that the report be received and accepted. Carried

Major income/expense related to:

  • management of Hahnwiki;

  • grant from the Beerenberg Foundation towards Pioneer Women’s Memorial;

  • grant towards an overhead projector;

  • The Village Voice.

President’s Report:

The President, Rick Harcourt, reminded all present of the objectives of the HCA (ie to preserve and enhance the amenity of residential life in Hahndorf) and of the 6 objectives set for 2010.

1). Heavy Transport:
Completion of the Interchange at Verdun is imperative . Discussion with Isobel Redmond suggests this could be positioned in the Liberal Party policy platform, making it a future election issue:
Minister Snelling believes that Main St is an arterial road , therefore no issue;
Brian Clancey explained that the Mt Barker Master Plan for the district endorses the need for the Verdun interchange.

2). Pedestrian crossing near IGA for tourists and elderly citizens:
Mr Snelling not appreciative of this need as monitoring does not deem numbers are high enough nor is traffic dangerous;
Council supports HCA in this action.

3). Toilet facilities:
Being a premier tourist town, clean toilets are essential. Sub-committee has been successful in ensuring toilets are cleaned twice daily. Pioneer Memorial Gardens area is to be re-designed by Council which will include new toilets; however, funding is still to be obtained. Brian Clancey reported that upgrade of Alec Johnston Park toilets is in Capital Works budget for next year.

4). Completion of Footpaths:
Sub-committee has completed a pictorial survey. Brian Clancey reported that Main Street paths between Nos. 13-31 and Braun Drive-Thiele Drive will be paved this financial year.

5. Township Carparking:
Exploration of carparking beyond Main Street is in hand for a more strategic approach to make use of space behind buildings and business premises – as per the Stirling model. Collaboration to benefit traders, residents and visitors.

6. Compliance with the Main Street Master Plan:
Main Street Master Plan has been endorsed, therefore enforcement is required. Example of Montville in Queensland indicates that this can be achieved.
Brian Clancey advised that Pip Buckberry, the DCMB Heritage Advisor to Council and Kristian, DCMB Compliance Officer, are actioning this.

Questions From the Floor

President Rick Harcourt asked for questions:

Q. - Is there a limit to the number of new infill homes being built in Hahndorf, as measured against the sewer capability?
A. - (From Brian Clancey). This is an SA Water matter and planning must be guided by that Department’s assessment.

Q. - Why does CFS siren sound for ALL calls?
A. - (From Simon Woodward) Hahndorf Brigade made the decision to sound the siren as notification to members between 8:00am and 8:00pm. Calls to Metropolitan Fire Brigade make no definition between accident, bushfire or fire alarm – so messages to Hahndorf Brigade go to pagers; however, these may not be heard or maybe switched off. All members respond to siren.

Q. - Why were Maple Trees planted in the Main Street?
A. - Root system travels down and colour is vibrant – agreement at Community Meeting held some years ago.
