Minutes of Committee Meeting Held Wednesday 10 February 2016

3. Minutes of Previous Meeting 13 January 2016

Tony and Margaret’s surnames misspelled. Jean to correct. Jim confirmed minutes as correct. Margaret seconded.

4. Business Arising

Jean contacted Traders (Mardi) to see if there was any interest in participating in Clean Up Australia Day. Mardi advised no interest. Jean also followed up on Carl Nitschke reserve signage and reported that the Onkaparinga Water Management Board doesn’t exist. Spoke to Jenny (Leather Smith shop) who confirmed there has been no activity for many years. She and Ingrid Kilpatrick are active in Trees for Life, revegetating an area behind the football oval. Kat Hill, NRM advised she is working with Lyndell Davidge and Emma (Council) on revegetating the creek behind the Academy. Jeff to get sign removed from Carl Nitschke reserve. Action Jeff

Bruce brought up The Tour Down Under barbecue which raised $300. Jim thanked everyone and presented his check list for next year. Jean raised the issue of decorations which are old and damaged from the hail/rainstorm. Jean emailed Mardi and asked if the Traders would consider contributing for new decorations and approach Council together for funds. Mardi advised the Traders spent all of their money on Christmas decorations and Andy G. (Council) advised he had no money in his budget, but suggested trying for a community grant, but not asking specifically for TDU as we would be refused. Debs suggested trying for a Community Event Grant. Eric asked if money was necessary. Jeff said we are not getting are fair share. In August we will know if the Tour will come through Hahndorf. Jean to follow up. Action Jean

Debs Buchman spoke for several minutes explaining her background, views on Hahndorf, Nairne and District.

6. Subcommittees 2015/16

6.1 Master Plan Submission - No activity

6.2 Heavy Vehicle Sub Committee - Jean spoke to Susan Sharpe, DPTI. Residents Win coordinator has left, new coordinator appointed. Susan is meeting on Friday to discuss expressions of interest. I re-stated our case and mentioned the possible impact of the Rural DPA. Susan will ring me on Friday with an outcome. The next stage is the appointment of a Consultant to work with us to refine our submission and move to the funding stage.

Jim doesn’t think this approach will work. Bruce reviewed our previous attempts and letters. Jeff is meeting Isobel Redmond re new bypass. Jean said we wrote to her about our Residents Win submission. Jean to email letter to Jeff for meeting. Action Jean John suggested printing our maps of alternative routes to distribute to truck drivers. Bruce re-expressed danger concerns. Subcommittee to meet in the next few weeks. Action Bruce

6.3 Nixon’s Mill Project - Jim said the working party got together with Jeff. $2000- $3000 had been spent from an $110,000 budget. Email from Scott (Council) regarding painting. State Heritage indicated that paint is suitable awaiting official approval. Scott will coordinate meeting when approval is granted. Undertaken concept design work, tree trimming, spoke to specialist painters. Total grant of $125,000, we will be charged 10% for our efforts. Jeff to bring up to Council. Action Jeff Tony says the Mill was given to the Council some considerable time ago including the condition that they were to maintain it in perpetuity. The NTSA together with many others organisations have been heavily involved in a number of restoration projects over the years prior to the HCA becoming involved.” Margaret says painters are being trained through colleges. Ann asked if you have contacted Heritage directly. Eric said we originally met with Greg Parker, who appointed Andrew G. Does he know nothing was done for a year? Jim said Is Mill a sacred site? No.

6.4 Parking - No activity

6.5 Marketing/Community/Liaison/Networking - Rick distributed and presented the marketing plan, for consideration and adoption. Rick reviewed each item as per the plan (see Marketing Plan February 2016). Rick discussed attending other Hahndorf organizations meetings. Rick attended Academy Board meeting 21 January 2016. Frank commended Rick on his work and put forward a motion to approve the plan. All agreed.

Jim presented a community grant application for HCA banners. Eric proposed we go ahead. All agree. Jean suggests getting a second stand alone banner. Jim wants two horizontal banners.

7. Reports

7.1 Financial - Total funds $4044. Barbecue $300. Village Voice $60. $800 Nixon’s Mill project. $870 175th anniversary. Total funds available to HCA $2374. Eric moved, Jim seconded. Jim wants $870 transferred into our account. All in favour. Motion accepted.

7.2 Entrance Statement - Jeff is trying to get a hard copy of the latest concept plan. Getting on with survey. John Ashcroft to do detail drawings. Meeting last week with Palma’s. Lease is 49 years for 0$. Harold noted 61 families, not 54 on Zebra. Jeff referred to Annie Fox. Mike asks if posts were flat or angled. Suggested more visual impact with angles.

7.3 Council Matters - Jeff spoke on the rural amendment which will allow economic activity on residential/rural land holdings. A lot of clutter on the landscape? Separation of this town from Mount Barker is paramount. Separation of suburbia. Mount Barker unemployment 9.4%. Council administration sees Hahndorf as a way of generating economic activity and more grants. Meeting 4-6 Hahndorf Oval. Submission deadline 21 March. Protection by watershed. Should keep planning assessments Cat 3. Concerned about cheap accommodation. Changing socio economic mix. Jean questioned if ‘residents asked for this?’ Debs said Mark (Council) commented ‘developers go over council’s head to State government. Hahndorf is a huge tourist destination. Important to be protected. Jean questioned if the Rural DPA protected us? Debs didn’t know. Jeff going to public meeting this afternoon. Suggests we join him.

Jeff said David Brookes will look at roundabout, much quicker than Nixon’s Mill. Red carpet risers with tree in the middle. Jim said this could be one of the first things we market to wider community.

7.4 Planning Heritage - Phil received a category 2 notification of a renovation of an existing property to form a B&B. Phil does not object.

7.5 Digital Progress Facebook/Wiki Tony said we need to collect money from Academy and Trust. Will have to increase $100-$150. Around $20US per month. Need to pay Domain Name $150. Action Eric/Tony Jim asked if we can have instructions on how Facebook works, Tony responded we did an insert for the Village Voice and he will forward. Action Tony

7.6 Village Voice - waiting for a few people, on track.

8. General Business

8.1 Speaker for September 2016 AGM - Tony says it should be a promoted AGM. What are we about? Rick says we need a drawcard. Margaret thought Jean’s suggestion of Anthony Paech was a good idea. Dorinda Hefner was the Ambassador and guest speaker at the Australia Day ceremony. Rick says it all comes down to a result. We should consider Alan Campbell. Jeff says Alan Campbell is part of a big project involving Barry Humphreys. Jim suggested we approach The Haus and create a give away or door prize. Bruce requested everyone think about who they would like as a guest speaker and email Jean before the next meeting. Action Everyone

9. Other Business

9.1 Change of Meeting Time - Eric spoke about considering changing the meeting time to attract younger people. He shared that Nigel Grivell is the new Chairman of the Institute and meetings are held at 8:00am or in the evening as he works. Three younger people have now joined the committee. Mike would prefer not to change. Bruce thinks there is a lot to be said both ways to encourage individuals to join. On Agenda for next time. Action Jean

Jeff spoke briefly about the increase in crime in Hahndorf. One person was responsible. Police believe one person is paradise for criminals. A Chinese student was assaulted.

Harold presented committee members with an issue to the Fringe event opening on Friday.

Ann and Russell left the meeting early.
