4. Business Arising:

4.1 HCA Secretary position

  • Ms Jane Arthur AM was confirmed as the new HCA Secretary, and was welcomed. She provided a summary of her background and extensive experience in a range of management roles. Jane is a Member of the Order of Australia.

4:2 Heritage Matters

  • There has been significant activity to gather signatures for the Petition regarding the proposed Planning and Design Code - Hahndorf has gathered in excess of 2600 with more being added. Overall, 6400 signatures achieved by last weekend.

  • National Trust and Protect Our Heritage Alliance will man tables in Hahndorf over the next three weekends

  • Aiming to gather at least 12000 signatures

  • It has been revealed in the press that a further 3 DPTI staff have resigned this week, in addition to 2 staff last week

  • Chair Malcolm Kentish encourages all members to write to MP's expressing concern

  • State Planning Minister Stephan Knoll has announced a delay of 3 months for the implementation of the Code

  • District Council of Mt Barker are making a submission, requesting a delay and expressing concerns about elements of the Code, especially in relation to Heritage, Hahndorf and The Cedars precinct.

4:3 Mt Barker Council Matters

  • Refer to Item 4.2

4:4 Main Street upgrade

  • Cr Hardingham to follow up with DCMB’s Nathan Franklin, with request to attend an HCA meeting and feedback re progress

  • Harold reported that some maintenance has occurred on street paving, and suggests a letter be sent to Council thanking them for doing this.

  • Malcolm highlighted other maintenance issues and Harold asked about the ‘Modesty Screen' that is still awaited outside the toilets in Pioneer Park– Cr Hardingham to follow up. Action – Cr Hardingham

4:5 Insurance

  • Insurance has been renewed and covers Institute contents, Public Liability and HCA events.

  • Attendance sheet to be introduced at meetings to ensure all attendees are covered. Action - Jane

5: Correspondence In/ Out.

  • Printed email list & letters tabled – Chair and Secretary to finalise system of reporting. Action – Malcolm and Jane

  • Chair Malcolm Kentish presented the draft of a letter to the Premier regarding the lack of Community engagement and Consultation in the proposed Code

  • Broad discussion and feedback ensued regarding content, including consultation, tourism factors and media usage

  • Outcome – Malcolm to finalise letter on behalf of HCA to send to the Premier. Action - Malcolm

6: Treasurer’s Report (E. Aliffe)

  • Balance at 11/2/2020 = $6027.33

  • Total expenditure: $1,292.47

  • Income: $160.00

  • Value of cheques awaiting clearance: $800.00

  • Balance includes $1,000.00 Grant money held in trust for the Strempel Avenue Verge Project.

  • The only avenues for income are the Village Voice, and Grants.

  • Given the changes to the Executive, Jean Germano to be removed as a signatory

  • Jane Arthur to be added as a new signatory to the People's Choice HCA Account

7: Reports 2019/20

7:1 Cr Narelle Hardingham

  • Members were pleased to receive advice regarding the Council meeting where its submission to the Code was presented – Cr Hardingham will continue to forward information in future, via HCA Secretary

  • Yantaringa Project – more groundwork to be done

  • 3 separate parcels of land involved – the Bush for Life Reserve, where excellent conservation work is happening, the Lookout, which needs attention, and the 4 acre unnamed Reserve on the other side of Fairview Road

  • There is interest in establishing walking and bicycle trails, but also potential for a range of other open space activities

  • Council will consult with the community and seek feedback before final decisions are made

  • Grant Round

  • Current round of Grant applications close on 10th March

  • Community Grants of up to $2500, Environmental Grants $3000

  • Suggests HCA consider broader Community engagement if seeking a Grant – eg: for Tour Down Under township decorations next year

7:2 Township Plan

  • Await information from Council

7:3 DPTI Traffic Study

  • Chair Malcolm Kentish has written to Federal Member for Mayo, Rebekah Sharkie, requesting information on how the $1million Federal grant is being used, and is awaiting a response.

8: HCA Working Groups

8.1: Yantaringa Reserve

  • Refer to Item 7.1. Cr Hardingham to forward a map of the areas under consideration.

8.2: Village Voice – Wendy Williams

  • Next edition is due at the end of February

  • Loraine Appledore to assist Wendy with the Village Voice production

8.3 Events – Jan Kentish

Community Dinner

  • Concept plan for Community Dinner has changed, after reviewing costings

  • Plan is now for a Community ‘Shared Platter Dinner’ in the Institute on Friday 27th March at 6.30pm

  • Cost will be $10 per person, attendees to bring a savoury dinner platter to share and own drinks, Events committee members to provide dessert, tea and coffee will be provided, a raffle will be held as a fundraiser for the CFS. Local businesses will be approached to donate raffle prizes.

  • Robust discussion followed about the proposal, but all agreed to proceed.

  • The event will be highlighted in the Village Voice

Anzac Day

  • Wreaths to be made

  • Also need to consider possible Guest Speaker for Remembrance Day service

8.4 Strempel Avenue Verge Landscaping Project

John Buchan reported:

  • Despite the severe frost, many plant species have survived, and plants are looking good with the current care they are receiving

  • Some plants are ready for preliminary shaping

  • John will liaise with Jean Germano, and with Council regarding the suitability of some plant species for extended use by Council

9: General Business

9.1 HCA notice in the Weekender Herald to be updated – Action – Jane

9.2 Eric expressed concern about the lack of safety at the intersection of Balhannah Road and Main Street. This is an issue that the DPTI Traffic Study should be addressing. Eric to follow up with Dan Cregan MP

9.3 Harold stated that the Town needs adequate parking facilities for RV's – Caravans and Campervans. This matter is also contingent on the DPTI study and action.

10: Other Business:

10.1 Dieter commended Cr Harry Seager's comments at the DCMB’S presentation on Council's submission about the Planning and Design Code, that it was a ‘con job'.
