Minutes of the Committee Meeting held on Wednesday, 10th June 2009 at Kaffehaus at 9.30a.m.

Bill Chandler DCMB

Bill Chandler from DCMB was welcomed to the meeting by Phil Houston and asked to give members an update on:

  • Heavy Transport through the township and

  • Land Acquisition for Off-Street Carparking.

Heavy Transport through Hahndorf Township:

Bill Chandler advised that Main Street is a DTI Road and Council continues to work with them re heavy transport. The Heavy Transport Master Plan is progressing and negotiations with DTI continue for on/off ramps and roundabout access at Bald Hills Road. Community consultation is to commence next week. Bill also talked about the possible access onto the Freeway at Verdun. HCA needs to lobby Council about the design of Main Street as well as heavy traffic and Council needs to look at the function of Main Street which should address carparking and perhaps time-frames for parking.

The matter of signage was raised with Bill as it appears to have got out of hand over the last few months. He advised that Council has a complete record of signage in Hahndorf.

Committee Members were most disappointed and got heated about the heavy traffic situation. Tony put forward the point that this matter had been raised over the last 25 years and still there was no result. He considered the longer it was left the worse it will become; it has gone on too long and something needs to be done.

Land Acquisition to Provide Car-Parking:

In response to Phil’s earlier letter to DCMB suggesting Council might purchase land which had recently become available for further carparking within the township.
Bill stated that he had investigated this proposal but the cost of purchase was beyond the realm of Council.

Minutes of Previous Meeting

moved David Haines, seconded Tony Finnis that the minutes be approved subject to the following amendments:

  • Reports Item 1: reference to School Governing Board should read ‘School Governing Council’;

  • General Business Item 1: Reference to lighting in Johnston Park should be deleted;

  • Any Other Business Item 1: Off-Street Parking - Pine Avenue: the dangerous parking was observed on the corner of Auricht Road and Pine Avenue (not Pine Avenue and Main Street).

Phil thanked Mike Hasler for standing in as Chairman in his absence at the May Meeting.

Business Arising

Horse and Waggon:

Russell mentioned that although this is a delightful attraction, it does create problems for traffic through the Main Street - to be further monitored.

July Agenda

    Walking Trail, Signage etc:

    Eric stated that we are not promoting the Pioneer Walking Trail – the idea was to place an appropriate reminder of the early history of Hahndorf – no mention was to be made of “The Walking Trail” to avoid any confusion. Pioneer Park would have been an excellent site for this; in fact there was no Hahndorf Academy when these events took place!
    Eric suggested that if HCA was unable to proceed with this long-delayed project, the remainder of the grant should be offered to the National Trust and the matter be closed with HCA.

      This item had been discussed with Bill Chandler at the opening of the meeting

      Hahndorf Toilet Sub-Committee:

      It was agreed that a letter drafted by Eric to John Carringis, following a most disappointing reply received at the May HCA Meeting, be forwarded, inviting him to attend the July HCA Meeting; copies of the letter to be sent also to The Mayor, the 4 North Ward Councillors and the Chairman of the HBTA for their information.
      Lita, after considerable research into statistics of tourist numbers, presented her draft letter addressed to the Traders, a copy of which had already been distributed to all Committee Members, and it was agreed that she would be provided with this on HCA letterhead for her to deliver a copy to all Traders.

        Off-Street Parking – Pine Avenue:

        Phil suggested that the police be asked to monitor this corner more vigilantly.

          Main Street Paving – Norwood Council Trial:

          Wendy had telephoned the Norwood Council and spoken to both the Works and Depot Managers who advised that they were totally unaware of any trial having been undertaken.

          d a report that was distributed to all Committee Members prior to the meeting in which he explained how the changes to Hahnwiki could help with expenses and the workload. He had been offered assistance from both Trevor Curnow and Ann Haines which he was glad to accept.
          He advised that Reg Butler’s site at The Stables is doing well – all information produced over the years is ready to go on site.

          Solar Hot Water/Electricity Systems for Hahndorf Residents – Louise T:

          Due to the Federal Government withdrawing the rebate, this matter was felt to be no longer applicable.

          Correspondence In

          • DCMB - Development Officer re Planning approval for St Pauls Lutheran Homes: advising that the development had been approved and was aesthetically pleasing.

          • DCMB - Field Services re Rubbish Bins – following HCA’s request for more rubbish bins, advice was received that one more bin was to be installed in Johnston Park.

          • Street Signage: It was agreed that HCA should lobby Council to uphold regulations regarding signage etc. Moved Eric A and seconded David H that Tony F, Wendy and Margaret form a sub-committee in this regard and possibly discuss with the Precinct Committee and Traders concerns about signage, development and properties. - Action: Tony/Wendy/Margaret

          • Kesab – Sustainable Communities (Towns) program for 2009 – it was agreed that HCA would not take part in this program this year.

          • aucd – free community website software - it was agreed that this was of no use to HCA.

          • CopyWorld Account: - An account had been received for $374.00 following a call-out to CopyWorld to enable Ann Haines and Wendy Williams to understand how to connect the Laptop to the Photocopier to run off 750 copies of Village Voice. The problem had proved to be the Laptop which did not contain a communication port. Wendy had contacted CopyWorld who had reduced the account to $199.00 + GST ($209.00). Further accounts had been received for “copies run-off at1.7c/copy” ($2.84) and delivery cost of a new toner ($8.50) – to be forwarded to Eric for payment.

          • Old items… Top Hat Forum, 2 emails to “hcavillagevoice”, St Nicholas Night Planning Committee – emails had been received commending the HCA Village Voice.

            Verbal update from Norm Key – Alec Johnston Park and Footpath Update Wendy W

            General Business

            Village Voice – Photocopier Costs – possible Laptop purchase:

            Wendy advised that she had been offered a Laptop at a cost of $300.00 that would communicate with the new photocopier in order to run off the Village Voice. Ann Haines had offered to purchase the small laptop that was unsuitable to do this job. It was agreed that Ann H be asked for $150.00 and together with Rick Harcourt’s contribution this year to Village Voice we should purchase the said laptop. Tony F will check it out prior to payment.
            David provided costings for the Winter edition of Village Voice from Ann – income $190.00, expenses $190.00 showing a break-even of costs.

              Flooded Pedestrian Crossing area in Main Street:

              Eric advised that when visiting Hahndorf during an extremely heavy rainfall recently he had been greeted by a flood across the pedestrian crossing outside the Post Office. He had taken photographs and went to DCMB to see the appropriate engineer to get this matter fixed. Jack Cortolezzis, Engineer, provided staff to investigate the problem; they then took instant action and cleared the blockage. Eric was thanked for his actions and members considered this matter should go to the Highways Dept.

              Request for formal change of name from “Mount Barker Road” Hahndorf to “Main Street” Hahndorf:

              Harold Gallash suggested HCA should approach Council to make “Main Street” Hahndorf the official name as opposed to “Mt Barker Road” which would run from River Road to Windsor Avenue. Harold moved and Tony seconded this suggestion; however, Graham W suggested that this should be checked with the Post Office before proceeding.

                Leave of Absence for Russell Grivell (3 months):

                Russell requested “leave of absence” for the next 3 months and tendered his apologies for those meetings.
