Minutes of Committee Meeting Held Wednesday 13 March 2019

3. Guest Speakers (DPTI)

Mr. Michael Whitford, Senior Transport Planner, Infrastructure Planning and Investment – managing the Hahndorf Project

Mr. Scott Cooper, Director Infrastructure Planning and Investment – responsible for identifying problems and finding solutions, Business case development and forward planning

Mr Paul Hurley, Traffic Operations area – oversees day to day operations, currently looking at increased traffic flows

Ms. Marisa Thayuman, Community Engagement Coordinator

Malcolm introduced the guest speakers, who provided a briefing on the Transport Study for Hahndorf. Question and Answer time followed.

Michael Whitford:

  • Up to $1million available for the study

  • Reviewing usage, including commercial vehicles, conducting traffic surveys in/out of town over time, considering peak and seasonal variation, investigating junctions, using Automotive Safety System Assessment > minimise harm to all users

  • Request for Tender – on Tenders SA Website. Plan is for Consultants to assist with the Assessment. Also some work with the Commonwealth, to ensure consistency with the aims of the study and ensure clarity for the Consultants

  • Scope and boundaries – Mt Barker interchange, current freeway interchange – are there any other options?

  • Study likely to commence in May once Tender awarded.

  • Consultation will be a key factor

  • Meeting with DCMB re Streetscape and lighting, between kerbs – Council responsibility between kerb and property

Scott Cooper and Marissa Thayuman:

  • Both stressed that Community engagement is ‘Front and Centre' an integral part of the study, with ‘multiple opportunities' for Community and Stakeholder consultation.

Q? Is implementation separate? A. Yes – funding is for study only, with recommendations to be made, and some costings. Future actions will be split into small, medium and larger scale items.

Q? In consultations with Council, what are Council's perceived challenges? A. Challenges are aligned with the Township Plan; include trucks, road width, etc.

Q? What is the length of the study? A. Likely finished by November 2019. Likely to be no one solution, with options to be compared against specific criteria – that criteria is yet to be finalised.

Q? Is the study looking at the Hahndorf community as rural, not suburban? Will it retain the history and heritage? A. The study has no specific direction – but are aware of the amenity of the township.

Q? Are there any limits on change as Main Street is part of the Old Princes Highway? A. Traffic calming devices are in place already.

Q? What is the extent of the traffic studies? Major concerns re traffic use of Auricht Rd, Church Street, and Fairview Rd to bypass Main Street at peak times. Also issue of parking in Auricht Rd. Needs to be part of the study – why not put strips in Church St and Auricht Rd to see the traffic loops? Also issue of Balhannah Rd, with lights. A. (Maddie). Parking strategies are being considered. Council has a new Traffic Planner – Amber Barnes – mainly Main Street focus, but will consider areas of concern.

Q? Has any decision been made on the Apple Shed development application? A. Approved with 12/12 to commence, 3 years to complete. Developer is to address traffic issues. Study needs to understand current and potential demands.

Q? What are reasonable expectations to limit development? How do we want the town to look in 20 years? Consideration of a Park and Ride? A. Township boundaries are set. Council cannot dictate business type.

Q? Will Consultants take into consideration prior work and ideas focussing on these issues? A. Are liaising with Council re the streetscape.

Dan stressed that this is a long term issue. There needs to be GOOD OUTCOMES as a tool to lobby in future. Very important not to waste the $1million. Q? Who will manage the Consultants? A. DPTI part manages – will partner with the Consultants to meet, monitor, etc.

5. Business Arising

Beerenberg Old Barn tour - Narelle reported that Carol Paech is happy to do the tour possibly to have an HCA meeting there. Action: Malcolm and Narelle

Hahndorf Institute – Eric is keen to raise the profile of this valuable town asset, and encourage increased usage. Village Voice provides a means of publicity. However, more help is needed to run and maintain the Institute – currently falling on a few members.

Microphone – quote for 10 hand held microphones is >$6,000 – need more time for community consultation. Possibly consider alternate systems.

6. Correspondence In/Out

Tony has resigned from the Committee, letter from Eve Hunter MLC – nominations for outstanding volunteer service to be received by 28th March, Lions have made a $200.00 donation to Village Voice.

7. Working Groups

7.1 Strempel Avenue Verge Landscaping (J Germano)

Jean reported - Application for grant lodged ($6,850 Project Value) $1000 requested for plants. Quotes in for bench from Men’s Sheds and the site has been prepared by Council.

7.2 Yantaringa Reserve Open Space Cycling and Walking Trail (P & S O’Brien)

Sue reported – Since the group visit, review - key issues have been identified, needs to be addressed in stages. Sensitive Bush Care site – but larger parts can be utilised, with existing trails. Plan is to meet with Trees for Life rep – Jean has communicated with Angela – to meet on site with David Cooney from Council. Need to be aware of the history of the site, consult, and get ideas scoped up. Action: Site meeting with Council, Angela & HCA Consider possible future HCA meeting on site

7.3 Heritage Planning and Policies (Harold, Mike, Dieter, Eric)

Eric has an idea for a ‘Heritage Watch’ plan. Group to meet when Harold returns. Jean has liaised with Dan's office re attending HCA meeting regarding Heritage matters – possibly April or May meeting – to be confirmed.

Identify small projects around town – suggests compiling list and for Councillor to drive with Council manager to point out issues

Yantaringa – important to respect Bush Care and Trees for Life interventions. Could start using site soon.

Dan reported on Government initiatives in the area –

Health Care at Mt Barker Hospital – Renal Services, Paediatrics

Aged Care services at Strathalbyn

Plan to replace Inverbrackie Creek Bridge in early winter

8.6 Nixon’s Mill Stage 2 E. Aliffe

Margaret reported –

As Chair of Mt Barker National Trust branch, Margaret met with Council reps Scott, Chris Laurie and Andy Glenn (tourism), with Annette Humphries (Hahndorf NT), Lyndell Davidge (Academy) Eric – apology.

2nd Stage – beautification of site

Sails – NOT to be installed. Significant cost ->$200,000 – to reinstall full mechanism, which is required to attach sails, therefore no action re sails.

There is no funding until next submissions can be made in November, but some planting could occur before winter.

Proposal for one deciduous tree, to tie in with Hahndorf streetscape, and native plantings. A ‘heritage looking' water tank to be installed for water catchment.

Currently there is no Disability Access to the site.
