Minutes of the Committee Meeting held on Wednesday, 8 September, 2010 in the Institute Supper Room at 9.30 a.m

Welcome

The President welcomed all in attendance and advised that the DCMB had once again been unable to arrange for a Council representative to attend the meeting to further discuss progress on the implementation of the Hahndorf Main Street Master Plan, including traders’ signage, lighting, etc
Andrew Rammell will attend this meeting at approximately 10:00am together with David Cooney to provide further details regarding the Alec Johnston Park descriptive signage and the proposed update of Pioneer Memorial Park

1. Minutes of Previous Meeting

Minutes of the previous meeting held 11 August 2010 were confirmed as correct.

2. Business Arising

2.1 Beerenberg Foundation: National Trust Signage:

Ann Haines provided a photograph of the signs on the buildings. IncSync will do artwork and Ann will provide wording.
Once altogether, Ann will get a costing and find out exactly how many signs will be needed; possibly 13 on Main Street and more if we want to go into Victoria and English Streets. Ann will further confirm details with Reg Butler.
Village Voice will do an article on the signs in the December issue. Some existing signs will need to be replaced; however, signs must be uniform (heritage) as per the signs for the new Walkway. Tony advised that 8-10 signs were never erected and wondered where they might be?

2.2 Pioneer Women’s Memorial:

Phil H had seen Reg Butler who said the design was very good and suggested a few minor alterations.
Council requires final wording (David Cooney to approve). Cost is set at $3,250+GST.
Phil moved and Eric A seconded that Designhaus be given approval to go ahead. Carried
It was agreed that Phil would remain as Captain for this project and liaise with Council and Designhaus regarding final instructions.

2.3 Improved lighting for dark areas along Main Street:

At the previous meeting, a letter had been received from Erin Gillespie, Administration Officer, Governance and Projects, DCMB advising that a response would be provided in the near future and that should HCA wish to follow up progress on this matter, the CRM number 14036/2010 should be quoted. Action: Wendy to keep checking

2.5 Alec Johnston Park descriptive signage and Pioneer Women’s Memorial – update from Andrew Rammell and David Cooney:

Andrew Rammell showed the committee photographs of the descriptive signage regarding Alec Johnston and also the Luther Rose.
David Cooney, DCMB Open Space Planner – is designing upgrade of Alec Johnson Park and Pioneer Park.
Ann Haines will show a copy of the Alec Johnson write-up to Lions for a final check. The Committee thanked Andrew and David for their efforts.
Action: Ann to confirm details with Lions

David Cooney provided two drawings of the Pioneer Memorial Park – one as it is at present and one with a proposed upgrade.
The Pioneer Women’s Memorial will be temporarily located in the park and relocated when the upgrade is completed, hopefully next financial year funding will be available. HCA Women’s Memorial will be ordered and erected (Phil to oversee). Toilet signs need to be based on the international signs and wheelchair access is necessary for the new toilet block. There will also be a new Rotunda for which funding has been obtained which will be able to accommodate local bands etc and general entertainment. Lighting has also been funded. John Buchan will liaise with David Cooney re design issues and represent HCA with Council. HCA to write a supporting letter when budgets are being worked out.

3. Correspondence

4. Reports

4.1 Treasurer’s Report:

The Treasurer, Eric Aliffe, presented his report as follows:
HCA Bank Statement as at 8 September 2010:

  • Total Funds: $7,873.73 (* includes Women’s Pioneer Marker a/c of $3,594.69)

  • Receipts: Nil

  • Payments: Copyworld $128.40

Eric Aliffe moved and Phil Houston seconded that the Treasurer’s Report be received.

A vote of thanks was made to Russell Grivell for auditing the books for HCA.

4.2 President’s Report – including Working Group activities:

Rick reported that working group meetings had taken place regarding objectives for the HCA.
Updates will be continually emailed to each member to which they may add if they so wish.
The following notes are the updates to the originals which will continue to be recorded in the minutes:

1). Removal of the main street of Hahndorf as a through route for heavy transports:
Working Group Meeting 2.09.10:
All agreed to:
a) go ahead with seeking to have the freeway solution incorporated into Liberal Party policy and
b) keep up a level of insistence by writing to the Minister acknowledging his stated position, but saying nevertheless many members of the Hahndorf community feel the Main Street is unsafe for residents, families and tourist visitors and a speed limit of 40km/hr should be imposed.

2). Provision of a pedestrian crossing near the IGA store at the southern end of Main Street:
Working Group Meeting 2.09.10:
It was agreed Rick would talk to John Wittwer regarding the rejection of the idea by the Minister and with a view to forming a combined action group. Rick to confer with the Mayor DCMB on her suggestion that a petition be put together and worked through DCMB with her cooperation.
Committee Meeting 13.09.10:
A letter from Jamie Briggs to Ann Ferguson on behalf of HCA has had a response from Ann advising that Council supports the idea and has conducted a traffic survey;
This has been presented to SA Government – no response as yet. This is inconsistent with responses we are receiving back from the Minister, but Rick will discuss further with the Mayor.

3). Maintenance of the public toilets in Hahndorf to a standard consistent with the town’s description as the Jewel in South Australia’s Tourist Crown:
Working Group Meeting 2.09.10:
HCA to seek from DCMB a sign to be erected at each public toilet location stating that they are responsible for toilet maintenance and providing a contact telephone number for any concerns/complaints. It was agreed Eric would draft a letter for Wendy to send to DCMB asking that Council erect the above-mentioned signs.
New International-type gender signs should also be erected.

Committee Meeting 8.9.10:
These matters were also discussed with Andrew Rammell and David Cooney, DCMB who attended this meeting relating to Pioneer Park redevelopment and interpretive work being undertaken at Alec Johnston Park.

4). Completion of Footpaths along full extent of Auricht Road and Church Street and Balhannah Road from Main Street to Molens Road:
Working Group Meeting 1.09.10:
John B approached DCMB (Philip) for information regarding distribution of the budgeted $465,000 for this work – unable to be released.
Rick to ask the Mayor to authorize its release.
John B’s pictorial presentation is a very clear illustration of the need for better footpaths.
JB will complete the captions.
It is evident that footpaths are linked with parking facilities as visitors need footpaths to gain access to the Main Street when parking in nearby side streets.
Committee Meeting 13.09.10:
A letter from Jamie Briggs to Ann Ferguson did elicit a little more information about DCMB’s plans for Hahndorf’s footpaths – ie Braun Drive from Mt Barker Road to Thiele Court; 13 Mt Barker Road to 31 Mt Barker Road (? new work) plus an indication of regular maintenance.

5). Improvement in car parking availability in Main Street through the provision of spaces accessible behind Main Street premises and on other land available:
Working Group Meeting 2.09.10:
Ann H will discuss with Mary Herriot the system that works so well in Stirling.
Rick H will produce an RP Data or similar map of land ownership along Main Street and he will also attempt to enlist Traders’ cooperation keeping in mind the upcoming HBTA Election.

6). Main Street Master Plan Signage:
Working Group Meeting 2.9.10:
Tony Finnis recapped history (see Hahnwiki Report).
HCA’s objective is to have DCMB provide a representative to tell the Association what is being done to enforce compliance with the Main Street Master Plan requirements in relation to signage. If we cannot get DCMB to provide a representative to our October meeting, Rick will follow up with Ann Ferguson personally.

Phil thanked Rick for his brief synopsis of each issue. John B suggested Footpaths and Car Parking might become one combined issue.

5. General Business

5.1 Hahndorf School Governing Council:

Eric reported that he had attended a meeting of the above Council and was most impressed.
Lions Club will donate $350.00 to assist with funding for the Pedal Prix.

5.2 Name of Main Street/Mt Barker Road, Hahndorf:

Mention was made that the use of both names (seldom Mt Barker Road) was causing a few problems with delivery of mail.
