Chelsea Area Fire Authority - Ann Arbor

The Chelsea Area Fire Authority was organized in 1999 under ACT 57 OF 1988 after being known as the Chelsea Fire Department, which was organized in 1889. CAFA proudly protects and serves, per the 2000 census report, approximately 19,000 residents living in an area of approximately 123 square miles. CAFA is located in southeastern Michigan, 15 miles west of Ann Arbor and 57 miles west of Detroit. We cover 11 miles of Interstate 94.

CHELSEA — John Francis and Lyndon Township officials reached an agreement Friday on his resignation from the Chelsea Area Fire Authority after negotiations between township officials and Chelsea Fire Department staff.

The Chelsea Area Fire Authority Board (CAFA) voted 2-1 with two abstentions on Tuesday morning on a resolution that states the authority board “has the authority over final approval of the hiring and firing, promoting and demoting of all CAFA personnel.” Board members Jamie Bollinger and John Francis voted in favor of the resolution and Board Chairman Rod Anderson voted against the resolution. The resolution strips Fire Chief Jim Payeur of these duties and takes away his authority as chief of the Chelsea Area Fire Authority.

Chelsea Fire Capt. Sam Norton resigned Thursday after being accused of pointing an unloaded gun at another firefighter and creating a "hostile work environment." Norton emphatically denies pointing a gun at anyone during the incident, which occurred more than a month ago. He said he resigned over differences of opinion in how the department should be run. Norton had been on paid administrative leave since Dec. 15, amid an investigation into several incidents Chelsea Fire Chief Jim Payeur classified as “creating a hostile work environment.” He would not provide additional details about those incidents.
