In 1840, an estimated 100,000 children were not in school and more than 28,000 adults in the state were illiterate. Governor Bissell signed a bill that would help create a school in Normal. Jesse W. Fell took up a campaign for the financial part of it, which totalled $141,000. This exceeded pledges secured by more that three communities including Peoria.
