The City Council is the governing body of the City of Boulder. The City Council is an at-large council. Boulder has a council-mayor system. Seven of it's members are elected directly by the citizens of Boulder. The eighth and ninth, the mayor and mayor pro tem, are elected by city council.

The City Council sets policies for the City of Boulder. They appoint a City Manager who is responsible for the day-to-day running of the city.
