In California law, each city's municipal government is conducted either as a "general law" city, which is governed as provided in the California Government Code; or as a "charter" city as provided in a document of the city's own adoption. In Chico we are fortunate to be a charter city. The charter may only be amended by a vote of the citizens of Chico.
