The University Speech and Advocacy Board is a university board of CSU Chico consisting of four faculty members, four students and one university staff member. It is generally responsible for issues arising concerning the right to expression of ideas on campus. The board is nominated for appointment by the University President by the Academic Senate in the case of the faculty members, by the AS Board of Directors in the case of the student members, and by the Staff Council, in the case of the staff member.

The Board has primary authority over recommending any changes in the Guidelines for Speech and Advocacy. The board has the authority to act in a quasi-judicial capacity.
