Carroll Evan Howell (February 7th 1892-1978) served on the City Council from 4/20/1936 to 2/20/1939.
He was a professor of Animal Science and in charge of the horse department on campus. He left in 1939 to go to the Kellogg Arabian Horse farm which later became Cal Poly Pomona, he stayed there until 1943.
