A Detroit developer. Involved in getting tax credits for the TechOne building, millions for the New Amsterdam Project at New Center. His company is Zachary and Associates. Got about $20M in HUD section 108 loans that were in arrears in March 2012. 

Zachary and Associates is also running the Old Tiger Stadium Conservancy HUD Grant to promote development. Portions of the funds have been earmarked for entrepreneurship & businesses in the Corktown area. Carl Levin was instrumental in getting the grant.
