Named as Acting Chief Officer of the Detroit Public Schools by Emergency Financial Manager Roy Roberts on 30 June 2011.
Schrupp was Physical Plant Operations and Capital Improvements. He managed facility operations and construction for DPS since 2005. He was the DPS assistant general counsel from 2002-05. He was an associate attorney at Miller, Canfield, Paddock and Stone. He taught high school and graduated from Cass Tech in 1982. His BS is from the University of Michigan; JD from Wayne State University, and a MEd from the University of Illinois.
Schrupp managed the final phase of DPS' $1.5 billion Capital Improvement Program. He managed the Summer Rush Construction Program. He also secured 16 cellular tower license agreements.
