'Fortress Bay Area' is a moniker drawn from a book by historian Roger W. Lotchin titled Fortress California: From Warfare to Welfare. A unifying theme of the 'fortress' opens up a context for local history that most are unaware of. The creation and maintenance of California as a western outpost of the United States required significant use of organized, often indiscriminate violence. The militarized, carceral, and punitive aspects of the state reflect a failure or unwillingness to address social problems through constructive or generative means.
