Frank Patrick Delaney of 27 Cedar Street, Saranac Lake, who served in the U.S. Navy, was a World War I Veteran, though his name does not appear on the monument. He was an Apprentice Seaman, U.S.N.R.F. His name appears on the "Roll of Honor of Citizens of the State of New York who died while in the service of the United States during the World War, Albany (1922)."

Frank Patrick Delaney was enrolled at the Navy Recruiting Station, Syracuse, NY, on 29 July 1918. His service record indicates that he was never on active duty and that he died at home in Saranac Lake on 10 October 1918.
