Joyce Woodruff Morency was the supervisor of the Town of St. Armand from 1982 to her death in 2012. She was elected in November 1981, defeating incumbent supervisor Thomas Norman, and took office in January 1982. During her term, Mrs. Morency was the first woman elected as the chair of the Essex County Board of Supervisors.
