Anselm H. Jayne (April 25, 1822 – July 26, 1877) was an early city council member, serving in 1865–6, and 1868–9, the latter two years as the president of council. Jayne served as judge on the “Police Court” from 1872-1874 and made $2000 a year in salary and fees. 1
Jayne's sister Hannah, Oakland’s first school teacher, married Edson Adams; then Anselm married Edson’s sister, Julia. 2
