The California Highway Patrol (CHP) is responsible for policing the roads and highways in California. In Oakland, they have an office on Telegraph and 36th/37th.
During the 2014 protests against police brutality in Berkeley and Oakland, the CHP used undercover officers to agitate the crowd and make arrests. One of the officers waved a pistol around at photographers and protesters during the arrest of a black man. Earlier on 2014-12-09, CHP officers fired at protesters down on Telegraph with crowd dispersal weapons from up on Highway 24.
