LLoyd on his appointment to Chief1Charles E Lloyd (1848- ) was named Chief of Police for the Oakland Police Department on July 9th, 1895. The Board of Public Works who were acting as Police Commissioners voted him in over the objections of Mayor John Davie. First the Board of Public Works voted the current chief, Louis Schaffer out of office. The Mayor was very upset and declared that he was at war now with the Police Department.
Lloyd was born in North Wales, came to the US in 1860 and to California in 1875. He was a singer (!) and a choir leader at the East Oakland Methodist Episcopal Church. Lloyd was a populist.2
