Richard "Dick" Spees (born July 26, 1929) was the city council representing district 4 from 1979 until January 2003.

Spees moved to Oakland in 1959. He worked for Kaiser Aluminum for 32 years, retiring in 1987.

He was a major part of getting the Chabot Space and Science Center built; the main building is named for him. 1 He is also credited with getting the Oakland Walking Tours Program started. 2
