If you look closer, each of the letters including the building outlines in the background in blue and so on, are actually words painted using very thin lines of carefully placed spray paint strokes. It's hard to read what they all say, but it is easy to make out every few of those smaller letters.
This Mural is painted on the east side / outside wall of the Suigetsukan Martial Arts School at 103 International Blvd. facing the parking lot.
