P. S. Wilcox was on the city council in 1866 and 1867. P. S. Wilcox and Samuel Merritt were at one point the two richest men in Oakland. 1 Wilcox was one of the founders of the Oakland Bank of Savings in 1867. 2 He was the Treasurer of the Alameda County and/or the Oakland Humane Society 3 and President of the Oakland Fire Insurance Company. 4

P. S. Wilcox was the builder of the Wilcox Building in Old Oakland. Built in 1868, the building was the tallest building in Oakland at the time at three stories. 5
