Privately-Owned Public Open Spaces (POPOS) are just that—spaces that are sometimes open to the public, but are privately owned. One of the best examples in Oakland is the Kaiser Roof Garden, on top of the parking garage next to the Kaiser Center.
In some jurisdictions they are referred to as Privately-Owned Public Spaces (POPS).
