In 1951 the City of Oakland Planning Commission, chaired by Galen H. Drury, submitted a plan for shoreline development. The plan was mandated by Resolution no. 23452 C.M.S., August 18, 1949. It was to be incorporated into a comprehensive, long-range Master Plan for the city.
