The city of Oakland (the Oakland Redevelopment Agency which was part of CEDA) commissioned the mural along a stretch of 880 that was frequently tagged. The "Four Guardians" Mural was part of the same 880 beautification project. Both murals are along 2121 East 12th Street, in Rancho San Antonio.
(other sources call this mural "Done by the Forces of Nature," but Refa's website calls it "Forces of Nature.")
