William Dutton English (February 29, 1844 – August 14, 1903) was vice-president and manager of the Contra Costa Water Company, as well as the secretary of the Board of Harbor Commissioners.
English was born on February 29, 1844 (a few sources say 1842 or 1843, but they weren't leap years) to John Marshall English and Ann Marie Rawlins (English) in Charles Town, West Virginia. He married Genevieve ("Jenny") M. Shaffner (English) (August, 1850 – March 8, 1912) on August 6, 1871, and they had six children, six of whom out-lived English.
He died on August 14, 1903, following complications from surgery at the East Bay Sanitarium. He and Jenny are buried in Mountain View Cemetery in plot 31.
