H.H. Collins was the deputy circuit clerk in Powhatan beginning in 1922. He succeeded E.H. Hall after he resigned from the position. 

Although the Daily Arkansas Gazette carried the story on January 4, the Arkansas Democrat ran the story on January 5, calling him "C.H.H." Collins. The error is unexplained.
