Formerly the State Administration Building.
Named after State Supreme Court Chief Justice Thomas Ruffin, this limestone classical revival building, in the beaux-arts mode, is more ornate than the Capitol. The main facade facing Union Square is a harmonious balance of verticals (pilasters) and horizontals (entablatures), and projecting and receding elements.
