Folsom Premium Outlets is the closest outlet center to Sacramento. The next closest center is located in Vacaville. The center is owned by Chelsea Property Group, which owns most of the outlet centers in California. This outlet center features 80 stores, making it one of the smaller outlet complexes.

An outlet center is a large shopping venue with stores from different designers and brands, much like a traditional mall, however it differs from a mall in that it is comprised of many buildings all with exterior corridors. Outlet malls are known for their "discounts," with this property advertising that everything is 25%-65% off regular price everyday. Many stores have promotions such as "take 50% off the lowest ticketed price." Sometimes great deals can be found, but an educated buyer will look at the original price and realize that often it is inflated from what the item sells for elsewhere. One should also note that some of the discounted items in outlets are marked as "imperfect" or "scratch and dent" (often the blemishes are small and not noticeable) and are sold at a greatly reduced price. Some outlets, such as The Gap Outlet typically sell items at lower prices than their counterparts in malls, but others, such as the Bose Outlet don't particularly offer a huge savings over retailers such as Best Buy.

Food offerings within the center are slim. The food court features a limited selection of coffee shops and fast food, with the only sit-down restaurant being Applebee's Neighborhood Grill & Bar. Other restaurants are available off-site.

Outlet centers are often tourist destinations on the weekends during the summer months, with tour groups arriving by the bus load.
