Workers laying fiber optic on Main Street, 2015-3-2. Unclear of this fiber is related to  City Net.

Santa Monica City Net is a Santa Monica city-run municipal broadband initiative focused on delivering fiber optic internet service to local Santa Monica businesses.  The city of Santa Monica pays for the infrastructure to maintain and lay the network, and businesses buy fiber-speed internet services through one of the Internet Service Providers that interconnects with the City Net network in datacenters in Downtown Los Angeles.

In September of 2014, the city announced that City Net had been upgraded to 100 Gbit/second speeds.
