Summary Gary Richard Arnold came to national attention on October 6, 1982 while he was running for California 16th congressional district. He was at a meeting at the East Room at the White House with other Republican candidates. President Reagan had invited them for a talk. Gary took exception to some of the comments made by President Reagan. The President said to Mr. Arnold, "Shut up!"
In the days following, there were many political cartoons and comments regarding the incident. Since the news story broke the next day, some sources have the incident as occurring October 7 or as late as October 10.
In the (November) election that year, Gary Richard Arnold got 14.6% of the vote compared to Leon Panetta who got 85.4% to win.
Biography Mr. Arnold has run for office several times since he was 25 years old. His last effort in Santa Cruz County was as candidate for Santa Cruz City Schools Board of Trustees (Area 2) in 2000. He now lives in Santa Cruz County and continues to be active in politics. He is also on Facebook.
Gary R. Arnold won his first contested primary for California State Assembly in 1966. The campaign distributed 47,000 paperback books and produced a tabloid that came within 7,000 votes in a two to one district. Canada set it's Granada TV crew to film the unusual activity for the lower house of California. Arnold's opposition spent huge amounts of money including a "buy" for radio on Mexico's XEMO radio. The opposition paid for radio time to cover over a third of the States population to stop his candidacy. From the beginning of entry into politics ... Arnold was warning of a "conspiracy" for a New World Order.

In 1982, as a Maverick Independent Republican Arnold won the contested primary for Congress to challenge Leon Panetta. Gary Arnold refers to Panetta as an espionage collaborator because of his intimate relationship with Hugh DeLacy associated with 4 Communist spy rings (Silvermaster, Perlo, Ware and Sorge. University of Washington has letters from Panetta to spy Hugh DeLacy with policy and military information.
Panetta responded to Arnold as ..."a man that doesn't know where first base is."
