Twin Lakes is a census-designated place located in the region between the Santa Cruz Harbor and Schwan Lake. In 2000, the population of the area was 5,533. The name is applied to a state beach (at East Cliff Drive & 7th Avenue), the Twin Lakes Branch Library (that close in 1978), a county park, and a private school.

The "Twin lakes" are the Santa Cruz Harbor and Schwan Lake. The outline of each of the bodies of water looked similar, and they became known as Twin Lakes. The name dates back to May of 1890. Before it became a harbor it was Woods Lagoon.

The major bus route for the area is 68N.
