Cesar Palacio is the City Councillor for Ward 17 Davenport.

He migrated from Ecuador in 1972. He first became involved in politics as a volunteer with local Member of Parliament Charles Caccia.

In 1985 he became the executive assistant to Councillor Betty Disero and he remained in the office for several years.

For a few months in 2000 he was appointed to fill the council seat vacated by Dennis Fotinos. The appointment was conditional on him not running in the following election.

In 2003 he ran to succeed Disero and won against Alejandra Bravo.

He is a cousin of Alfredo Palacio, the former President of Ecuador.
