and to create community conditions that minimize risk and promote resiliency.

The Toronto Community Housing Corporation (TCHC) was created on January 1, 2002 by the City of Toronto by bringing together the Toronto Housing Company and the Metropolitan Toronto Housing Corporation. TCHC is the largest social housing provider in Canada and the second largest in North America. With 58,500 in over 2,000 building across the City, it is home to about 164,000 low and moderate-income tenants, including seniors, families, singles, refugees, recent immigrants to Canada and people with special needs.

Their 2006 operating budget was $551 million with 52% of their revenues coming from rent, 25% from Federal and GTA pooling and 23% from the City of Toronto as operating subsidies.

Toronto Community Housing has invested more than $500 million dollars for much needed repairs to their buildings since 2002. However they inherited a capital repair backlog and deficit of $300 million dollars per year. The condition of the aging stock surfaced as an issue during the 2007 Provincial election campaign. 124,000 Ontario households are currently on the waiting list for decent, affordable homes.

The "Fair Deal for Our City" Campaign has been lobbying for the costs of operating TCHC to be uploaded to the Province. The cost of running social housing used to be a provincial responsibility. This was downloaded to the City during the conservative "Mike Harris" era of Provincial government. Because of the different taxation powers of the different levels of government, TCHC is currntly being subsidised through the property tax base (municipal financing) rather than through the income tax base (provincial financing).

Two major revitilization projects currently underway include the redevelopment of Regent Park and Lawrence Heights neighbourhoods.
