Downtown St. Paul viewed from Indian Mounds Park.  Full size photo here.Downtown St. Paul is the central business core of the City of St. Paul.  Most people consider downtown St. Paul to be bordered by Interstate 94 to the north and Kellogg Boulevard and the Mississippi River to the south.  Officially the capitol area is considered part of downtown.  Downtown is bordered by Frogtown, Summit-University, West Seventh, and Dayton's Bluff neighborhoods.
