On June 4, 1921, an election was held to choose a Board of Freeholders charged with framing a City Charter. Elected were: Nellie Allen, John Burdon, W.J. Costar, W.B. Dean, Louis Faulkner, Henry Haile, Ed Harkness, W.W. Head, H.E. Nichols, Martin Collins Polk, S.A. Reynolds, Harry Roth, A.M. Scott, Margaret Warren, John Waterland.
