Students have the right to join together and form student organizations which cannot be refused recognition by the university. The university must recognize a petition to form a new student organization according to Healy v. James. This means that students may form any organization they want as an exercise of their First Amendment right of assembly. For instance, the Porn Club, the I Hate President Zingg Club, the Underage Drinking Club or even the Chico State Chapter of Al Queda must be recognized and be allowed to continue to operate, so long as the organization does not violate any campus policy.

The administration of Student Organization Policies is handled by the Student Activities Office, an office of Chico State's division of Student Affairs.
