Kurt Starman was appointed as the City Manager of the City of Redding in May 2006. Prior to that, Mr. Starman served as the Deputy City Manager or Assistant City Manager of the City of Redding for over nine years. Mr. Starman has also served as the City of Redding's Director of Administrative Services and, prior to that, as the City of Redding's Budget Services Officer. Mr. Starman and his wife Jacquelyn were both raised in the Redding area.
Redding operates under the Council-Manager form of government. Under this system, the Council establishes the policies under which the City operates and appoints a trained and experienced City Manager to administer the affairs of the City. The City Manager's responsibilities include hiring of City staff, preparation of the Annual Budget, administration and coordination of the City's operations, general supervision over all property under the control of the City, and enforcement of City ordinances and applicable State laws.
