Minutes of Committee Meeting held in the Hahndorf Memorial Institute

On Wednesday August 8th 2018 at 9.30 am .

3. Minutes of Previous Meeting. July 11th 2018

4. Business Arising.

Held over in order for Sue OBrien presentation.

Presentation. - Sue introduced herself as a resident, who along with husband Peter have a strong Interest in outdoor activity, and opportunity for people to explore/enjoy bush areas in addition to controlled sport activities . A letter to President Malcolm noted the improvement of the Yantaringa Reserve area has been nominated under the Hahndorf Township Master Plan. Sue gave a brief history of this significant open area bush reserve, a precis of work done in the past, and thoughts for a future project for improvement .While in an embryonic stage, this reserve offers opportunity for outdoor activity by several community groups, individuals and commitment by Hahndorf people. Eg biking, walking, experiencing a view over the town, or noting wildlife au naturelle.

Chairman Bruce thanked Sue.

Committee indicated interest in this as a project to gradually address. - Next Agenda.

4.1 - Heritage Matters

Moving Forward.

All members received copies of correspondence on this topic and replies prior to meeting.

Considerable discussion re this matter including the inconsistency of assessment outcomes, and the process of determination . Many properties, previously understood to be on the Heritage listing, are not listed, therefore have no protection if under the Heritage overlay.  These will be designated as Category 1 and no notification is required.

Deb asked whether a local listed heritage property can move to the state heritage register. Only possible with Minister’s approval. There is a need to update the list.

Action. Indicate to DCMB inconsistencies are not acceptable, and emphasise the urgent need for a new survey.

6.1 Township Plan.

i. Hahndorf Community Advisory Panel

Maddie has indicated that preferred reporting is not through direct interaction . HCA proposed that she provide subcommittee with an email progress report at end of June, September, December, March , which will be distributed to stakeholders who will then be

ii. Strategic Traffic Planning Study ie Cagney Report.

This has been proven unacceptable and has been rejected by HCA and Traders

The Federal Government has offered $1 million for a complete traffic study in and around Hahndorf .Result of Dan Cregan intervention, and Mayo bi election.

iii. Council has commenced traffic/parking management with lowest intervention in initial case, with consideration of the million visitors.

iv. Bruce /Jean consultation with Maddie re. intervention and parking .

6.2 Events

AGM . Ann reported that infrastructure plan is in place -copies on table for information .Janet will set in place by September 11. Jean has access to minutes and agenda.

Remembrance Day - Plan is as advanced as can be controlled . Address by B Mouatt , Police support sought, Council requires detailed Risk Management Plan, display in the Institute ‘Blue Jeans and Green Grass’,

MC and bugler invited, official invitations sent, morning tea in Institute. Some funding acknowledged from Council . This year is 100th anniversary therefore we need to gain much attention.

6.3 Village Voice - In production with a focus on AGM and Heritage matters.

7.1 - Financial

 Jeff reported on i. rate capping . Council accepted at meeting .

ii. Community land classification , in particular the Bickle land in Mt Barker .Such land cannot be sold unless approved through proper community process.

iii. new councillors will not be allocated to local community groups .

iv. Regional Tourism Trail discussed using Amy Gillet trail.

8. General Business .

8.1 Wendy requested HCA acknowledge the input by John Buchan to Hahndorf parks in particular Pioneer Memorial Gardens . Russell spoke of other strong contributors to Hahndorf parks eg Alec Johnston .

8.2 War on Waste . - Straws no More . Wendy asked that HCA be proactive in this. No further action from HCA.

8.3 Harold reinforced need for community response to preserve Heritage places,as Council Planning approach seems to be ad hoc, and inconsistent which indicates urgent need for a correct survey and designation of such places .

Mike asked why entire town should not be Heritage listed. Harry replied that this is not practical as zones cannot be created unless within planning rules.
