Minutes of the Committee Meeting held on Wednesday, 13 July 2011 in the Institute Supper Room at 9.30am

1. Minutes of Previous Meeting

Moved Phil Houston seconded Jeff Bettcher that the minutes of the June Meeting be approved.

2. Business Arising

2.1. Footpath Project:

A copy of a map showing footpaths within the Hahndorf area, together with DCMB’s projected budget for footpaths originally sent to Rick following his meeting with Phil Burton (DCMB), had been sent to all Committee Members for perusal and discussion. Council acknowledged that John Buchan’s footpath submission was the best ever presented.
Jim F mentioned the new Molens Road development and queried whether the developer should be responsible for the footpath infrastructure. Simon advised that the developer is usually asked for a contribution; Jeff reiterated that the Council budget for footpaths has been finalised.

2.2 Improved Lighting in darker areas of Main Street:

Wayne Dunningham, DCMB, had emailed Wendy stating that this is an ongoing saga with which he is not having great success. Some of the lights at the IGA end of town have now been repaired and hopefully tree pruning will improve the situation. Simon explained that there is different responsibility for the lighting – some Council/some Dept responsible for the road. Wayne will contact the contractor again to see if he has looked into this further. Wendy responded thanking Wayne but again mentioning that it is lack of lighting at the Ambleside end of town that needs improving. Action: Wendy to continue to monitor

2.3 Upgrade for the Hahnwiki:

Tony advised that the current information for Hahndorf is outdated and needs an upgrade. It was felt that Rick should have some input into this and then Tony is happy to upgrade the site. Most of the Village Voice issues and HCA minutes are now on Hahnwiki.

2.4 Pioneer Memorial Gardens Upgrade:

Tony had forwarded an email showing residents’ comments regarding the revised plan – the main point being the positioning of the new toilets.
John Buchan then presented a resolution to the design of the Memorial Gardens layout which has been approved by the Council representative, David Cooney.
Phil moved and Tony seconded that the HCA support this plan set up by John B.

2.5 No. 84, Main Street:

Jeff advised that on 4 July 2011 the Department of Environment and Natural Resources had approved the fridge (2.3m x 1.6m) to be on front verandah; it will be locked with “crimsafe”doors at night. On 27 July Development Assessment Panel will decide whether this plan will be accepted. Stephanie asked if DENR had looked at the situation and Jeff advised that Pippa, Council’s consultant had made an assessment on behalf of Council. It was suggested that Lisa Pahl of The Courier be contacted for article against decision; however Jeff is waiting for an answer at next Monday’s meeting to see if a presentation can be made and will advise HCA.

2.6 Speed limit of 40ks through Main Street, Hahndorf:

Letter to be sent by Rick/Wendy.

2.7 Improvement to level of Bus Stop No. 52 (opposite Resort) and new shelter and rubbish bin at Bus Stop No. 53 (opposite Ambleside Road):

Simon advised that grant funding for bus shelters was dependent upon a headcount of people waiting for buses (cost: $5,000-$6,000 per shelter to erect). – equal amount for landscaping and road alignment etc. Perhaps funding could be sought from Transit Plus for the shelters.
Jim felt that a level piece of land should be supplied for Bus Stop No. 52 for safety reasons.
Phil moved and Eric seconded that Jim follow this up with Transit Plus and Council.

2.8 Signage compliance:

The Committee was advised that Council had employed a new Compliance Officer called Brian.

2.9 Alec Johnston Park Entrance signs:

The signs are now installed and looking good – Jeff to follow up.

2.10 Beautification of Hahndorf Main Street Meeting:

Corinna Steeb, HB&T, forwarded a copy of a letter to all Hahndorf residents advising that the Committee was taking a step-by-step approach to generally cleaning up the Main Street; Council has been asked to remove the barrels and traders are asked to remove any they have become attached to together with the plants/shrubs for their personal use; Norm Key will place more gravel and bitumen between trees and generally assist with maintenance issues. For further information, Gus Saunders can be contacted on 8388 7999.

2.11 English Street/Pine Avenue/Hereford Avenue/Main Street Intersection:

In Mike Hasler’s absence it was agreed to follow Hereford Avenue up with him at the August Meeting – Council matter. Phil asked that for safety reasons a fence be placed on the right hand corner of Pine Avenue about 5metres towards Auricht Road which would ensure that people would cross with more vision of oncoming traffic – also a Council matter.

2.12 Stormwater at Elmer’s Garage:

Jeff advised that this matter was to be attended to as soon as weather permitted.

2.13 Optus Tower – Blueberry Hill:

Simon W advised that there has been a submission to erect the 23.5m tower in the Yantaringa Reserve which is owned by Dept of Environment and Natural Resources – Council has control of the site. Objections have been received from all but one of the surrounding properties. Simon will be writing in opposition to the tower. Bush for Life has worked hard to remove weeds and preserve native vegetation. It is a nice “Walk” and the only place in the town that dogs can run free.

2.14 2011 AGM

Wendy advised that Jamie Briggs had agreed to be speaker at the AGM, and that our Councillors and Mayor Ann Ferguson be asked to be present. Rick to suggest format. Two or three wineries have agreed to provide a wine tasting at completion of the meeting. Committee Members were asked to provide some nice cheeses – to be coordinated by Wendy nearer the time.

2.15 Winter Reds Festival Photo Competition:

Wendy advised that she had not been able to track down details and an entry form and had not done anything further as had probably missed the date.

3. Correspondence

In: DCMB: re assisting with local Events:
This letter was misdirected and therefore needs further consideration as HCA has missed the application date.

4. Reports

4.1 Treasurer’s Report:

Hahndorf Community Association Inc’s Financial Statement as at 11 July 2011:

Total: $3,268.93

No Payments

No Receipts

    Eric suggested that as there was no TDU this year HCA should put on an event – possibly BBQ.
    Eric moved and Jeff B seconded that the Treasurer’s Report be accepted.

    4.2 President’s Report:

    There was no President’s Report due to Rick Harcourt being absent from this meeting.

    5. General Business

    5.1 Council Rates:

    Jeff advised that there would be an approximate 5% increase in the Rates.
    Rubbish increase – 38% increase in fees to EPA for Council

    5.2 DCMB Database:

    Phil brought in a letter from DCMB recently received and directed to his previous address (still as the President). Wendy has advised DCMB several times of changes and also the Courier. The Courier has requested that if there is a special occasion it is attending for HCA, would the person representing the Association make sure their name and position on the Committee.

    5.3 Dr Harry Frauenfelder – Hahndorf Vet:

    Moved John Buchan, seconded Stephanie B that a message of sympathy be sent to Harry’s wife expressing sadness at the recent news of his death. Action: Wendy

    5.4 John Woodberry, English Street – concern regarding heritage plum trees:

    John Woodberry, whose property in English Street backs onto a new development of motel units, asked HCA to write a letter of support to Council requesting protection from the new buildings for some 100 year old heritage plum trees originally thought to have been brought to Hahndorf by the early German settlers. A shadow test had been done in June 2011 when leaves were absent; another is to be done. John Buchan volunteered to visit John Woodberry to discuss the problem and look at the trees from a horticultural position. John will report to Wendy if the writing of a letter is found to be necessary.

    5.5 Optic Fibre Cable installation – John’s Lane to Ambleside Road:

    The committee was advised that an optic cable is to be laid from John’s Lane to Ambleside Road – the contractor will commence next week – there will be no disturbance to the street trees.

    The next meeting will be held on Wednesday, 10 August 2011 in the Institute Supper Room at 9:30am
