Minutes of Committee Meeting held on Wednesday 13th June 2018

at 9.30am in the Hahndorf Institute

Bruce Mouatt had invited Tony Finnis to chair the meeting due to absence of Chairman and Vice Chairman.

Tony welcomed all to the meeting.

1. Present

3. Minutes of Previous Meeting of May 9.

Item of correspondence from H Gallasch not included in minutes .

Reports from Jean and Janet tabled under 7.

Moved that amended minutes be accepted. Phil. 2nd Harold.

4. Business Arising

4.1 Development at No 94 Main St.

  1. Eric read file at Council. Legal but category questionable for Heritage precinct of Main Street.

  2. Jeff has requested a written report from CEO as to how this development in the Heritage precinct could be approved with no communication to traders and residents. Awaiting response.

  3. Harold’s letter published in Village Voice.

  4. Harold tabled follow up letter to May 11 for Committee advice. Further letter June 13 tabled [See correspondence]

  5. Further challenge re classification and proper categories for development is needed. New houses being constructed may be legal but within incorrect category.

Motion “That HCA committee supports Harold’s letters in the strongest possible terms, and that a small group be formed to challenge this matter and other inappropriate category applications by Council moved Russell, 2nd Mike. Action: Tony to contact Bruce (when available) to initiate appropriate action.

5. Correspondence. In/Out

  1. Harold to HCA Committee. Re abuse of Heritage Precinct.

  2. Jeff comment re. no 94 Main St and noting inconsistencies in categories across to Hahndorf. Written explanation requested from Council.

  3. Proposed Council rate increase of 3.2 % on property values $460.00

  4. Public Consultation followed by Annual Business Plan presented to public June 27th 4.30 -6.30 in Council Chamber.

  5. Copy of Hahndorf Traffic and Parking Strategy available from Maddie Dobbin.

  6. Invitation to attend Mt Barker resident’s Quiz Night June 30 (see General Business)

  7. From Dan Cregan/Minister Knolls prepared to convene meeting with DPTI, HCA, Council re Transport/parking.

6. Subcommittee

6.1 Town Master Plan..

  1. Jean’s notes tabled from May meeting .

  2. Cagney report for internal review only - will not be released to public. Council working through individual recommendations. Advisory Panel formed and will meet at HCA meeting on July 11th for update on Plan implementation.

  3. Dan Cregan has requested on our behalf, a Traffic Management Review from the Minister .

  4. DPTI sees Hahndorf traffic issues as “local’ Relocation of traffic lights does not meet the minimum standard.

  5. Council budget being is being finalised. Employment of a traffic planner will be internal, and should be completed within 3 months .

6.2 Events

  1. AGM - further details to be commenced.

  2. Remembrance Day - Ann reported that infrastructure is booked, application for a Council event grant, application for a catafalque party, and contact with police as the day falls on a Sunday. Morning tea will be in the Institute.

6.3 Village Voice.

1000 copies. Again a well prepared and presented issue. Thank-you to printer Konica Minolta and to Wendy. Ann said that we need to commence a succession plan, as she and Wendy have been involved for over 10 years. Younger people may have a new approach, and best to consider a way forward perhaps with a sub editor under auspices of current editors while Wendy/Ann/Tony are active. Deb suggested student journalist/ Schools may have an interest.

7. Reports.

7.1 Financial

Eric reported Balance May 9 $4476. June $4795. Accepted 2nd Phil

7.2 Council Matters - Jeff Betcher had provided Tony with an email report which was read.

  1. Development categories to be challenged.

  2. Council Rates up by 3.2% on property valued at $460,000. Waste costs up 3%. Mt Barker residents group is considering a challenge to this extreme rise. As property values rise, so do rates along with amenities

  3. Motion “That HCA support Mt Barker Residents Group as necessary in the challenge to excessive rate rise.” Moved Harold 2nd Eric.

  4. Public consultation in regard to the Business Plan then presentation on June 27th between 4.30 - 6.30pm.

  5. Antennae on Institute is for activating sensors in carpark as a trial to monitor traffic movement. These are used across major cities across Australia for parking,[yes fees], for traffic counts and for other surveys in agricultural pursuits.

8. General Business.

8.1 Mt Barker Residents Quiz Night. June 30. Table of 6-8 to be assembled. Support our friends. Action - Eric agreed to arrange HCA table/s.

8.2 As requested by Bruce - Canvass thoughts on evening meetings to facilitate recruitment. Consolidate thoughts for next meeting so that decision can be made efficiently. Objective is to gather younger residents. Consider article in next Village Voice and article/poll in our Facebook.

Action - Advise in next Agenda.

9. Any Other Business .

9.1 Traffic speed on Auricht Rd. John spoke about late night and noisy speedsters using this as through road. Could speed baseline across town be reduced to 40kph. Discussion followed .

Deb gave example of tragic accident in Nairne where speed was not involved, but lack of vision.

Suggestion that several individual letters/emails be written by residents, seek the CRM number, offer suggestions such as speed hump, police positioning and fines.

Further discussion regarding parking on both sides of the street only permits one vehicle at a time to use the road. Line of sight for residents has caused small accidents.

Action John, Ann H. involve other residents.

9.2 Harold raised matter of rates on heritage listed buildings Should property owners have small rebates. If community values buildings and sites, make it easier to maintain same.

9.3 Hedge at corner Windsor/Main St obstructs line of sight. - Action to Jeff.
