Minutes of the Committee Meeting held on Wednesday, 9 November 2011 in the Institute Supper Room at 9.30am

1. Minutes of Previous Meeting (12 October 2011):

moved Tony Finnis seconded Mike Hasler that the minutes of the October Meeting be approved. - carried

2. Business Arising:

2.1 Improved Lighting in darker areas of Main Street:

  Wayne Dunningham (DCMB) is waiting to hear from Pecan Electrical regarding new solar lighting becoming available. Harold advised that in fact incorrect wires were installed in the past with incorrect wattage.

2.2 Upgrade for the Hahnwiki:

Tony and Rick to look at this after Christmas.

2.3 Pioneer Memorial Gardens Upgrade:

  David Cooney, (DCMB), has measured the angles of the Rotunda construction and they are mostly correct despite the optical illusion. John is disappointed that the Rotunda is not made of wood and also with the height of the concrete floor – should have been excavated. The playground fence has been vandalised. Steve Watson has now left for Kangaroo Island and there is no replacement for him as yet. Mike expressed concern that there are three similar rotundas being built in the area, Hahndorf, Mt Barker and Meadows. Norm Key has been contacted about excavation of site for rotunda. The clock has stopped in the front archway.

2.4 No. 84, Main Street:

Simon Westwood is monitoring the kerbside tables, barrels etc and uncovered food at the premises. Russell expressed concern at the size of the A-Frame and also the lack of protection for customers sitting at tables on the pavement to eat. There are no bollards and has approval been given for outside eatery, etc.
Action: Simon Westwood/Jeff B to monitor

2.5 Heavy Traffic Issues and speed limit of 40kms through Main Street of Hahndorf:

This item is to be taken under General Business. Emailed letter received from Andrew Excell, DPI, 8/11/2011.

2.6 New Bus Shelter and replacement rubbish bin at Bus Stop 53 (opp Ambleside Road):

Wendy advised that Norm Key had come and looked at the situation. He thinks there is a shelter at the Council that could be erected. However, he didn’t think a replacement rubbish bin could be installed due to an extra fee of $2.00 per bin empty and the amount of rubbish would not warrant this.

Jeff Bettcher further advised that Norm Key has several new seats for Hahndorf but currently no labour is available to erect them.

2.7 Signage Compliance by Traders:

Russell expressed concern that some traders still have up to 7 signs advertising their shops – the Compliance Officer needs to have guidelines and be consistent in enforcing them. There were several comments made regarding fairness in compliance, HCA having knowledge of the Master Plan regulations and having them enforced, important to retain the heritage – Master Plan is ineffective if no heritage left - tourist traffic can’t move and people can’t read signs because there are too many. Rick suggested we write to Council seeking Master Plan regulations, ensure they are being enforced and thank Council for putting extra heat on the compliance issue – please keep up improving things.

2.8 Beautification of Main Street:

Ann advised that nothing has happened. John Ashcroft (Traders) will be approached to ensure Traders cover the cost of insurance. Two helpers came forward through the last Village Voice, but so far nothing has gone ahead. HCA is still happy to help; this item is to be removed from the Agenda.

2.9 Pine Avenue/Hereford Avenue Intersections:

This item to be taken under Correspondence.

3. Correspondence:

3.1 Email from Anthony Hunter, Hahndorf resident regarding Heavy Vehicle Traffic and Noise: - Rick advised that the Heavy Traffic Project Sub-Committee had met with Anthony Hunter who is happy to assist where he can with the problem – to be taken under Other Business.

3.2 Pine Avenue Intersection: - The Chairman had forwarded a letter to Norm Key with the suggestion that barriers could be installed on the intersection with Main Street in order to push pedestrians wishing to cross Pine Avenue up to a narrower part of the street. Harold suggested that an island as per the corner of John’s Lane might be an appropriate alternative for the Pine Avenue/Main Street intersection.

3.3 Letter to Council from the HCA Waterways Sub-Committee, comprising Jeff B, Simon W, Doug Allen and Ann H: - Rick advised that he had forwarded a letter to DCMB (Mr Atis Berzins) supporting the establishment of a plan for the better management and maintenance of Hahndorf’s waterways. The HCA Waterways Sub-Committee had subsequently forwarded a further letter to Atis Berzins, signed by all members of the Sub-Committee, giving many reasons why it is so important to improve the water flow through Hahndorf waterways, especially to substantially reduce the risk of flooding in various areas, which is being exacerbated by constant development within the township.

A letter of resignation from the Sub-Committee by Ben Wye was tabled, due to Ben’s heavy commitments to other community activities.

3.4 Request for financial support from HB&T re the creation of a sculpture for Hahndorf during the International Sculpturing Symposium: - Wendy reported that she had emailed Corinna advising that HCA at its October meeting had agreed that due to not being a service organisation, the HCA regrettably is unable to assist financially with commissioning a sculpture; however, the HCA Committee would be very pleased to provide hands-on support to the project where ever necessary. There will be a sculpture in Hahndorf thanks to many sponsors; All donations would be gratefully received.

4. Reports:

4.1 Treasurer’s Report:

Hahndorf Community Association Inc’s Financial Statement as at 6 November 2011 stands at $3,276.
Payments to Copyworld: $185.00; Receipts from Village Voice Advertisements: $440.00.
The Treasurer stated that he felt it necessary for the HCA to have an event in 2012 to replace the TDU BBQ to cover insurance etc raising approximately $1,000.00. It could be a Raffle or a Monster Ticket sale throughout Hahndorf providing winners with a special meal.
Eric is preparing a financial statement for the AGM. Russell raised the question of fund-raising under the umbrella of the Lions Club – Eric will investigate exactly what is involved. Mike Hasler will also investigate as to whether Rotary could cover HCA.

5. General Business:

5.1 HCA AGM

Wednesday, 7 December 2011 at St Michael’s Church Hall, 7:15pm for 7:30pm start
Final organisation for the AGM took place and several members agreed to distribute AGM notices around the town with Phil organising the distribution.

5.2 Remembrance Day:

All under control.

5.3 Meeting with Norm Key, DCMB, Manager Field Services (Norm, Ann H and Wendy) re seating in Main Street:

As above, to get together to discuss where to best place 3 of the seats that Council has in hand for Hahndorf.

6. Any Other Business:

6.1 Heavy Traffic Issues and speed limit of 40kms through Main Street of Hahndorf:

The Heavy Traffic Project Sub-Committee had met with Anthony Hunter of Main Street, Hahndorf who is concerned about the heavy traffic on Main Street and the noise.
Several points were raised with which the sub-committee may be able to work:
This affects the safety of residents and tourists and interferes with amenities; Has adverse affect on local businesses;
Harold – affects integrity of old houses – rumbling could crumble the foundations of old buildings;
Jim suggested People Power may be necessary to block traffic – we may have to do something drastic;
Andrew Excell, DPI, addressed the meeting a couple of months ago – still awaiting written response.
There has been:
A petition for a traffic exit from IGA out onto Auricht Road;
A traffic report has been done – due to township development this needs to be done again;
Council should pay for DAP report not IGA. HCA should write to Council requesting that they undertake another report if required and pay for it – not expect IGA to pay for it. IGA paid for the initial report and unwilling to pay for another as it is a Council matter.

6.2 Footpaths:

Stephanie Burn advised that footpaths have been done in Thiele Grove – cement – English Street, Collins Street to Windsor Avenue still to be done. They are very good.

6.3 Eric Aliffe stated that he had recently attended the Monday night Council Meetings

He thinks Hahndorf is very well served by the three North Ward Councillors (Jeff, Trevor and Simon) – they are doing a very credible job.
Eric had also attended a Hahndorf Primary School Meeting – a community garden is being set up at the back of the carpark – it is to be built with horticultural help.

ChildCare is looking for an old boat for their playground.

Next Meeting:

The next meeting will be the HCA Annual General Meeting to be held on Wednesday, 7 December 2011 in the St Michael’s Lutheran Church Hall, Balhannah Road at 7:15 for 7:30pm start.
