Chairman Malcolm Kentish welcomed new HCA Executive Committee members Ann Buchan, Gail Vort-Ronald, Sue and Peter O'Brien, Deb Painter and Dieter Seifert. He also acknowledged the contributions of the outgoing, longstanding members Ann Haines and Jean Germano.

4. Business Arising

Change of Meeting Time (Day/Evening)

Chairman M. Kentish proposed that the time for HCA meetings be changed from 9.30 am to 7.30pm Central Summer time, and 7pm Central Standard time, to provide greater opportunity for working residents to attend. Discussion ensued. Majority in agreement.

Action: Malcolm to confirm change of meeting time. Notices to be displayed.

Auditor: Jeff Boettcher accepted position at HCA AGM.

Peter O'Brien will serve as support for Dieter in Deputy Chair role.

3. Letter from Harold Gallasch re tabling all correspondence. As most correspondence is via email, list to be tabled by the Secretary each meeting for member's perusal, in addition to other specific correspondence.

7. Treasurer’s Report (E. Aliffe)

Bank balance at 8/10/2019 - $6,145.31

Payments:$939.28 – inc. Village Voice, Hahnwiki and AGM expenses

Receipts:$480.00 – Village Voice advertisements

Moved- Eric Aliffe, seconded Deb Painter. Accepted

Action: Sue O'Brien to be second signatory to cheque account

8. Reports 2019/20

8.1 Council

Cr David Leach reported

  • Yantaringa – earthworks have been undertaken, soil spread

  • Earthworks about to commence at Regional Sports Hub - $28m project

  • Councillor values local input. Discussion re plan for new $~30m Swimming Pool complex. Can respond to Council's Community Consultation on line.

8.2 Township Plan (current projects Main Street Upgrade, Hierarchy of Intervention Traffic & Parking)

  • Multiple opportunities for residents to provide comment during consultation.

  • Jean has written a response on behalf of HCA

  • From the motion moved, seconded and unanimously accepted at the AGM, Community is not in favour of contemporary lighting and seating in the Main Street

  • M. Brook supports the art form seating suggested at the AGM

  • Council contact is now Nathan Franklin

Action: 1. Letter to be written to Council to reinforce decision from AGM

2. Sue to invite Nathan to HCA meeting

8.3 DPTI Traffic Study

  • Traffic counters now on back roads, including Auricht Rd, Church St

  • DPTI Traffic Study – seeking feedback, format tabled, can complete on website. Action: Malcolm to circulate to members

  • Dieter suggests Hahndorf has a grass roots community communication similar to ‘Nairne Chat’

  • Phil reports he has written concerning the traffic and pedestrian safety issues

8.4 Heritage Planning and Policies Harold Gallasch

  • Malcolm is keen to link with the National Trust regarding Heritage issues

  • Margaret Brook to give feedback as Chair of National Trust Mt Barker branch.

  • Consultation re Heritage proposals in October

  • Heritage Alliance group has been formed to challenge planned changes to the Act.

9. HCA Working Groups

    1. Village Voice Wendy Williams

  • Wendy is seeking information for the next edition

9.2 Events (Remembrance Day, AGM) Janet Kentish

  • Events sub committee – Janet Kentish, Gail Vort-Ronald, Margaret Brook, Deb Painter, Eric Aliffe

  • Remembrance Day – Guest speaker Meredith Wiles, Legacy

  • Planting of poppies – Alec Johnston Park, 4pm, Thursday 7th November

  • Wreath making – Institute, 2pm Saturday 9th November

9.3 Strempel Avenue Verge Landscaping Project Jean Germano

  • Extra plantings have occurred to replace plants killed by frost

  • Mt Barker Men's Shed are awaiting Grant money to replace a welder, so the bench will not be available for some months

9.4 Yantaringa Reserve Sue O’Brien

  • There has been correspondence with Cr Hardingham

  • Council plan to appoint a Landscape designer/planner in November

  • Action: Peter and sub committee to continue to liaise with Council

9.5 Community Grant Projects (proposed)

  • Sue to liaise with Jean

  • Sue to follow up regarding training in grant applications

  • Mt Barker Rotary Club and Lions have funds for projects

  • Action: Sue to follow up

9.6 Community Lunches (proposed)

  • Cr Leach advised that Council could help with funds for the first lunch

  • Need to consider how this project could be developed

  • Possibly a twilight function in March/April to avoid peak tourist time

  • Publicity would need to tie in with publication of Village Voice

  • Action: Events sub committee

10. Other Business

  1. Margaret Brook suggested the possibility of amalgamating with the Institute Committee.

Action: Malcolm to explore the Constitutional implications of amalgamation

  1. Eric Aliffe commented on the excellent input Tony has made with Hahnwiki, however this is a very large task, and suggests that extra support is needed.

  1. Eric also commented on the unique value of the Village Voice as a means of communicating what is happening in Hahndorf. He suggests there is a need for younger community members to become involved, for succession planning.

  1. Mike Hasler sought clarification regarding the HCA committees, provided by Malcolm.

Please note: Due to a prior booking at the Institute on Wednesday evenings, after consideration by the Executive committee it was decided that HCA Meetings will now be held on the second Monday of the month.

The next meeting will be on Monday 11th November at 7.30 pm
