Because of the California Refund Value (CRV) on beverages, many poor people collect cans and bottles from trash cans around the city.
Having your trash knocked over and digged through several times a night can be pretty annoying. Then again, being so desperate for money that you collect cans from trash all night is also pretty annoying.
The upside: you don't have to worry about properly recycling beverage containers in most any populated area of the city — surely someone will come by and pick your crap up, no matter how lazy you are.
The city probably loses a significant amount of recycling revenue due to this practice.
