Ryan J. Reilly is a Huffington Post reporter who was covering Ferguson when he was arrested with Wesley Lowery (a Washington Post reporter). According to Reilly, he was not read his Miranda rights at the time of his arrest. They were both later released.

The morning of 8/17, while reporting on efforts of clean up volunteers, Reilly posted photos of police equipment. One of the photos was a picture of orange earplugs, which he incorrectly identified as possible rubber bullets. (He quickly retracted the tweet). This spawned a meme as people on twitter posted photos of innocent objects they sarcastically suspected of being police equipment.
